Elements and Performance Criteria

1. Plan and prepare for the implementation of the management plan
   • Access, interpret and apply surface mine mechanical management plan documentation and ensure the work activity is compliant
   • Obtain, read, interpret, clarify and confirm work requirements
   • Identify and address potential risks, hazards and environmental issues and implement control measures
   • Select and wear personal protective equipment appropriate for work activities
   • Access, interpret and clarify the legislative and site requirements related to surface mine mechanical plant management plan
   • Identify and communicate roles and responsibilities to involved persons
   • Identify, forecast, obtain and allocate/schedule required resources
   • Identify training needs and develop training plans
   • Encourage, receive, review and where appropriate, implement suggestions and recommendations for changes to surface mine mechanical plant management procedures
2. Implement the hazards and risk control options and measures
   • Implement the hazardous environment control procedures
   • Implement fire protection and prevention procedures on mechanical equipment
   • Implement procedures to control noise, dust, and other emissions initiated from or created by mechanical equipment
   • Implement procedures for working at heights
   • Implement procedures to maintain the integrity of safety critical functions of mechanical equipment
   • Implement procedures to control hazards in lifting and towing systems for mechanical equipment
   • Implement procedures to control hazards associated with transport equipment and other plant
   • Implement procedures to protect people in their interrelationship with mechanical equipment in the surface environment
   • Implement procedures to control hazards for energy dissipation and isolation systems on mechanical equipment
   • Implement procedures to control hazardous substances initiated from or used by mechanical equipment
   • Implement procedures for the interaction and/or failure of transport and production equipment
   • Record and report monitoring and information system data in accordance with the surface mine mechanical plant management plan
3. Audit the surface management plan
   • Review the effectiveness of the surface mine mechanical plant management plan in accordance with the requirement of the mine mechanical plant management plan
   • Audit the maintenance program and procedures in accordance with the surface mine mechanical plant management plan and statutory requirements
   • Audit recording and reporting systems in accordance with the surface mine mechanical plant management plan
   • Audit the mechanical plant management training program for currency, relevance and compliance with the surface mine mechanical plant management plan
   • Report audit findings and recommendations

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant legislation, documentation, policies and procedures

implements procedures and techniques for the safe, effective and efficient implementation of surface mine mechanical plant management plans including:

providing team leadership

identifying and addressing training needs

implementing hazard identification and risks assessment processes

managing work planning and coordination activities

accessing, interpreting and applying manufacturer’s instructions

using effective communication

accessing, interpreting and applying:

technical information

site/legislative requirements

records and reports

briefings and handover details

data from monitoring systems and equipment

works effectively with others to undertake and complete the implementation of surface mine mechanical plant management plans including:

managing people and processes

resolving conflict

coordinating human, financial and physical resources

developing, initiating and administering work plans

interpreting and applying operational/implementation performance data

engaging internal and external stakeholders

demonstrates completion of the implementation of surface mine mechanical plant management plans that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:

identification of the relevant information and scope of the work

identifying the full range of surface mine mechanical plant

identifying and implementing all aspects of the management plans

implementing the hazards and risk control options and measures

managing the audit and review processes for maintenance and the surface management plan

identifying the interrelationship with mechanical equipment in the surface environment

implementing options to control hazards and risks relating to mine mechanical plant and equipment, including:

The candidate must demonstrate knowledge in implementing the surface mine mechanical plant management plan through:

legislative, organisation and site requirements and procedures for;

mechanical engineering standards

safety critical function of mechanical equipment

energy sources, including protection and reticulation systems for electrical, hydraulic, compressed air, diesel

mine fires; the types, sources of ignition and possible impacts on plant and equipment
